India’s Ministry of Civil Aviation has signaled a potential shift in policy, showing willingness to review Singapore’s request for an expanded bilateral air service agreement. This move could lead to more flight options between the two nations, benefiting Indian travelers and boosting connectivity.
The possible liberalization would allow Singapore Airlines and its budget subsidiary, Scoot, to increase flight frequencies and gain broader access to more Indian airports. Currently, both airlines have already exhausted their allocated seat capacity under the existing air service agreement.
India has historically maintained a protective stance on international air service agreements to support its domestic carriers. However, with the post-pandemic resurgence in travel and the expansion plans of Indian airlines, the government is reconsidering requests from several countries, including Singapore, the UAE, Qatar, and Turkey.

Under the current 2013 agreement, Singapore and India each have access to 28,700 seats across major Indian cities, including Delhi, Mumbai, Chennai, Kolkata, Hyderabad, Bengaluru, and Coimbatore. Additionally, ASEAN nations, including Singapore, benefit from unlimited capacity in 18 smaller Indian destinations.
With Singapore Airlines holding a 25.1% stake in Air India, the airline is strategically positioned to enhance its presence in the Indian market. The timing of this review aligns with the upcoming launch of Noida International Airport in April 2025, which is expected to boost international travel demand.
In 2024, Air India and Singapore Airlines expanded their codeshare agreement, adding 51 new destinations to their joint network. This partnership now covers 11 Indian cities and 40 international destinations, with increased connectivity from Air India’s hubs in Delhi and Mumbai.
As part of this agreement, the airlines increased their joint weekly flights between India and Singapore from 14 to 56. Indian travelers now have more seamless connectivity to cities like Amritsar, Coimbatore, Lucknow, Varanasi, and Jaipur through Air India’s domestic network.

Singapore’s President Tharman recently emphasized the need for expanded air services between the two nations, highlighting strong passenger demand and economic benefits. As India modernizes its air agreements with countries like Indonesia, Vietnam, and the UK, a revised pact with Singapore could further strengthen trade, tourism, and business ties.
For Indian travelers, an expanded agreement could mean more flight options, competitive fares, and improved connectivity to Southeast Asia and beyond. As discussions progress, the potential for new routes and increased frequencies could redefine India-Singapore air travel in the coming years.
